ČMKU approved an amendment of the guidelines for marking puppies in CZ. “Tattoos or microchipping of puppies is allowed at the age of 6 weeks earliest. Whole litter must be marked at the same time.”
ČMKU approved a change of the rules for granting the Czech Chamion title – valid from 1.1.2011
Points 1 a), b), c) are changed as follows:
1) Breeds - not subject to the test: 5x CAC – minimum 1x from an International Dog Show & minimum 1x from an International or a Club Show.
2) Breeds – subject to the test:
a) 2x CAC – min. 1x a Club or an International Dog Show + a test categorizing the breed into the working category.’
b) 5x CAC – min. 1 International & min. 1 Club Dog Show.
The decision between the options A & B is up to the owners. Other conditions remain the same. Dogs who met the rules valid up to 31.12.2010 will receive the title according to the original directives.
Did your dog bite someone? You are responsible even if the dog was on a lead!
There has been a breakthrough verdict most courts in Czech Republic have been avoiding for years. Should your dog harm somebody, you or the person looking after the dog will be held responsible – even if the dog is kept on a lead or wearing a muzzle. Brno Supreme Court has made a decision in a 7 years old case from Rakovnik. The owner of a dog that hurt a person passing by will have to pay medical expenses & interest of 205826.60CZK. The dog was on a lead when the incident happened. This was the owner's main argument who also claimed that whole incident was a misunderstanding. “The owner should anticipate inadequate or dangerous behavior of his / her pet. He or she should be prepared for such situation so he / she can handle it accordingly” the chairman of the Court of Appeal, Marta Škárová, said. Your dog doesn't necessary have to bite somebody to get you in trouble.
If your dog runs away on a road & causes an accident, you are responsible. “If the the driver followed traffic rules & it has been proved that the accident had been caused by your dog, you are liable for the damage”, advocate Jiří Černý explains. If somebody gets hurt you can be prosecuted. “You can also be liable for the compensation of the damage caused that can be very high”, Mr. Černý explains. Following arguments will not help you at the court!
• “My dog has never hurt anyone.”
• “My dog was attached on the lead, the person shouldn't have come to him.”
• “He / she didn't ask me whether he's allowed to stroke him.”
• “My dog was on the lead & suddenly got loose.”
• “My dog was wearing a muzzle but it somehow slipped from his snout.”
• “He approached the dog from the back & the dog got scared.”
Insurance can help.
An insurance for the liability for damage caused by your pet, “Mazlicek”, offered by Česká pojišťovna insurance company can prevent a lot of problems. If your dog kills somebody no insurance will save you.
What does the Highest Court say:
“If the dog owner doesn't take all measures to stop his / her pet escaping and this dog attacks a person in public, hurts or kills this person, the owner of the dog commits a crime. Offender can be sentenced to up to 2 years in prison.”

When to mate a bitch?
Dear Mrs. Tichá. As a breeder I am a little confused about different interpretation of the ČMKU Animal Protection Rules concerning breeding (approved on 23rd February 2006). ČMKU has always insisted that small breed bitches up to 50cm height mate between the age of 15 months – 8 years otherwise PP would not be issued. There is a new public notice 5/2009 that came to effect on 1.1.2009 that regulates mating of small breed bitches up to 50cm height from the age of fully reached 14 months. However the ČMKU Animal Protection Rules haven’t changed since 2006. We sometimes get explenation from you saying that should the clubs make certain breeding regulations tougher ČMKU will comply. ČMKU allows mating of the above mentioned bitches from the age of 15 months and therefore I believe that I should follow this regulation even nowadays. Club of a breed of dog I own doesn’t have its own regulations for breeding therefore they follow regulations of ČMKU. Thank you for your answer. Eva Frančeová 23.6.2009
ČMKU answer: Dear all, the amendment to the law on Animal Protection has introduced changes also relating to dog breeding. At the beginning of the year a new Public Notice came into the effect. Among others it changes the mating age of bitches. There has been a lot of confusion concerning this issue so ČMKU turned to the Ministry of Agriculture for an explanation. ČMKU regulations follow the original text as long as there hasn’t been introduced a change. Therefore a minimum age for mating small breed bitches up to 50cm is 15 month. Maximum age is 8 years old.

A winner of a National Price (BONB – Best of National Breeds)
Following National Breeds join the competition: Czech Terrier Czech Fousek, Czech Strakaty (spotted) Dog, Czech Mountain Dog, Chodsky Dog Czechoslovak Shepherd and Prazsky Krysarik. Only BOB holders can join a competition for a BONB title. All above mentioned breeds will be showed o the first day of the show. All exhibitors joining the Show of National Breeds will be reimbursed 50% of their show fee.

Show Guidelines Modification:
The Best Young Male or Female Dog of their breed – The title is given to a best young male or a female dog of their breed selected from a competition of all young dogs of their breed holding the CAJC title.
Only dogs with BOB title can compete for BONB title.
The Winner of a Youth Category of FCI group (JBIG): All Best Young Male or Female dogs of their breed and of their particular FCI category can join this competition. During National and International Shows in Czech Republic the Best Young Dogs are evaluated within their FCI Categories. The Best Young Male or Female Dogs of their breed can join the competition. The winners of the categories then compete for the Best Young Dog of a Day (JBOD). In case of a one day show a Junior Winner of the Show is chosen (JBIS).

National Grand Prix – It is necessary to work on a new strategy of fee refunds for DuoCACIB shows. Mrs. Novakova mentioned an incorrect fee refund of the Grand National Prix during DuoCACIB when the dogs absent from the show were incorrectly refunded. The Grand National Prix consists of two parts: A dog show – for all signed up dogs and a BONB Title Competition.
Animal Protection Rules for breeding animals – public notice 5/2009 modifies the following:
1) The Dogs Protection Rights Regulations for Kennel Associations don’t have to be approved by MZe.
2) The animal Protection Rights Regulations for public attendance still have to be approved.
3) The organizer of such public event is responsible for the animals’ protection
4) Public notice concerning breeding – change of the age for reproduction – 14 months for up to 50cm withers and 17 months for above 50cm withers (Note that for Prazsky Krysarik breed the valid breeding age is 15 months!!!)
5) Written manual for an animal is a legal obligation.
6) Female dogs above 8 years old can be mated only exceptionally. The number of matings is not specified. (Notice that Prazsky Krysarik breeders need to request the exception from the Main Breeding Advisor in advance! Veterinary confirmation is necessary!!!)
7) Insemination of dogs that haven’t reproduced through a natural way has been allowed.
Mr. M. Václavík requested that dogs should be allowed to compete in the Categories according to their age: eg. If the dog is 9 months old on a day of the show it is possible to sign up for both Junior and Youth Category. ČMKU agrees.
Important information from ČMKU
“Breeders Clubs offer a breeding service and support to breeders – members of their club. They are also obliged to offer this service to non-members who meet the conditions for breeding the particular breed. Clubs have to define contract conditions with breeders – nonmembers.”
Hello, it is also possible for a nonmember of a club to breed dogs with Pedigree Papers. Some clubs though have stricter rules to allow nonmembers to breed comparing to FCI regulations or regulations of ČMKU. A law on Civic Associations (clubs are considered Civic Associations) says that an association is not allowed to place duty on people who are not their members. This means that Club Members should breed according to Club Regulations and nonmembers should only follow Animal Protection Rights Laws and FCI regulations (when litter of parents with Pedigree Papers will also obtain Pedigree Papers)? Are these two styles of breeding somehow defined (eg. Club breeding would become premium)? Is ČMKU going to deal with this issue?
ČMKU answer:
FCI allows its members to toughen the regulations stated in FCI Breeding Regulations. Such an example is a possibility to toughen regulations for breeding suitability. FCI Breeding Regulations don’t state that offsprings of parents with Pedigree Papers must also obtain Pedigree Papers. On contrary the FCI Regulations give each member state a right to take certain restricting measures. ČMKU gives Clubs a right to determine their own regulations for breeding suitability. Pedigree Papers document dogs’ origin. They also document that all breeding conditions for the particular breed have been met. Breeding services, eg.: Issue of a Mating List, Litter Check, Documents forwarding to a Breeding Book office etc., are services breeders pay for. The club is also allowed to give discounts to its members. Therefore it is true that the Club should offer breeders service (that they pay for) no matter whether the breeders are club members or not. Vaccination against rabies
Newly in Czech Republic pets no longer have to be vaccinated against rabies every year. Czech veterinary law now takes into account an inoculation period of the vaccine stated by the manufacturer.
Until 20.6.2008 all dogs, cats & ferrets had to be vaccinated against rabies every year. However there are vaccines with longer inoculation period available at the market. Out of 19 available vaccines in Czech Republic 16 guarantee the inoculation period for 12 months, two vaccines guarantee 2 year inoculation period, one guarantees the inoculation period for 6 months and two other vaccines guarantee the inoculation period for 3 years. When vaccinating your dog against rabies make sure the vet states the inoculation period in the PET Passport so you don’t get in trouble when travelling. State Veterinary Authority of Czech Republic provides a list of all available vaccines against rabies, with the information about their inoculation period, to the veterinarians.

ČMKU Fines for Incomplete Documentation
Breeding Book office of Czech Republic suggests following fines for submitting incomplete documentation for puppies registration:
100 CZK VAT excluded in case of:
- Missing Mating List or some information in a Mating List.
- Missing Application Form for Puppies Registration.
- Missing Veterinary Confirmation about puppies being marked.
- Missing originals of parents Pedigree Papers.
- Missing chip stickers – in case club uses chips.
- Missing Club Confirmation, Breeding Advisor’s signature.
- Missing Litter Check – if required.
- Missing or incomplete information about parents, date of mating and birth of puppies.
- Missing information about colours, fur types, size - where required.
- Missing information about puppies’ sex.
- Names of the puppies don’t correspond with previous litters.
- Missing information about a Breeder, wrong address.

Proposal for a new show title “Grand Prix of National Breeds”
Mrs. J Kudrnáčková made a proposal for a new show title „Grand Prix of National Breeds“. ČMKU voted for this competition to be introduced to Czech shows. The Grand Prix of National Breeds will consist of a show of all signed dogs of national breeds followed by a separate competition.
Due to this competition all non-approved breeds will be showed on Sunday instead of Saturday. Mr. Lysák and J. Kudrnáčková are responsible for an implementation of the competition to the Show Regulations.
26.6.2008 ČMKU has approved new Show Regulations that will come into effect from 1.1.2009.
