CLUB RULES & REGULATIONS

This version has been approved by the member’s committee on 15th November 2008


PREAMBULE

1. The aim of the Club of Friends of Pražský krysaøíks of CZ (hereinafter KPPPK) is breeding pure breed dogs with a pedigree, while maintaining the biological health of each individual and distinctive talents and characteristics specific to the breed, as described in the National FCI standard for the breed of Pražský krysaøík.
2. Club rules & regulations are the basic standard for the breed of Pražský krysaøík that fully respects the ÈMKU regulations as well as the International FCI breeding regulations.
3. Breeding of any breed of dog without FCI Pedigree Papers is incompatible with breeding culture as well as dogs trade & it’s support.
4. All matters not stated in the Club regulations comply with the ÈMKU rules & regulations and the International FCI breeding regulations as higher mandatory standards.
5. An integral part of these regulations are guidelines specifically governed by current legislation and needs of KPPPK. These guidelines are additional and modify current regulations. At the same time they can be individually adapted to new situations in the future.

I. Breeding and its management

1. Breeding is a purposeful breeding of dogs, respecting in particular the principles of the genetic health of individuals and population (breeding should not be at the expense of health). Purebred dog is genetically healthy when it inherited standard marks such as breed type & character typical for the breed. A healthy dog shouldn’t inherit genetic faults that could adversely affect health of its puppies. In this respect the club & the breeders should pay attention not to exaggerate breed marks that could affect the dogs‘ health.


2. Types of breeding:
a) Registered breeding
b) Selective breeding
Registered breeding:
- Required age of male & female dogs is 15 months minimum
- Show result male dogs – at least very good, female dogs – at least good
- Successful completion of the club bonitace evaluation at the age of 12 months minimum
Selective breeding:
- Show result at the age of 15 months minimum, male & female dogs – excellent mark
- Successful completion of the club bonitace evaluation at the age of 12 months minimum, bonitace code without significant faults specified by the current KPPPK regulations
- Official patella luxation examination with the result specified by the current KPPPK regulations


3. Breeding is controlled by the club (KPPPK). It is only possible to breed through the club. The club guarantees regularity of the breeding to ÈMKU. Breeding Club must be approved by ÈMKU. Membership isn’t limited to one club. Club determines special conditions for breeding. These conditions must be in compliance with FCI and binding legislation, particularly the veterinary law no. 166/1999 & the law no 246/1992 concerning protection of animals against cruelty as amended. Breeding club only guarantees breeding of breeds empowered by ÈMKU. Club provides breeding service especially for breeders – members of the club. At the same time the club also allows non-members to breed under the club‘s conditions. Club will sign a service contract with a non-member for at least 3 litters per kennel. Non-members are charged for this service double amount in comparison to members of the club.


4.Dogs with genetic faults are not allowed to breed. Furthermore male & female dogs with faults specified in breed standard are not allowed to breed. Dogs that underwent a surgery in order to hide or remove such fault are also excluded form breeding. This also concerns dogs in poor health & aggressive dogs.

II. Breeding kennel

1. ÈMKU keeps records of breeding kennels.
2. Breeder can only register one kennel name no matter how many breeds he – she is breeding. Kennel name is personal & issued for life.
3. Kennel name is protected from the day when it’s registered with FCI. Name cannot be changed.
4. Only people 18 years old and above can register their kennel.
5. Kennel name is a permanent & integral part of the dog’s name. Kennel name is stated at the end of dog’s name.
6. Kennel name transfer is possible – subject of full compliance with ÈMKU regulations. Non-compliance with ÈMKU regulations results in the annulment.
7. Kennel name transfer to another person is possible by inheritance or by signing a contract.
8. Kennel registration ends:
a) By written cancelation on behalf of the kennel’s owner. The kennel will no longer be protected.
b) By owner’s death is the kennel wasn’t transferred by inheritance.
9. Changes of name or address should be announced to ÈMKU within one month.

III. Breeding dogs

1. Breeding dogs – males & females with a valid PP issued or registered by the breeding book office approved by FCI that have successfully been placed amongst dogs suitable for breeding after achieving club’s conditions – completion of at least one dog show, male dogs’ result at least very good, female dogs‘ results at least good. Successful completion of bonitace at the age of at least 12 months.
2. Club marks successful completion of bonitace into dog’s PP. Show result is marked in the PP at the show. Dog’s owner then hands over the PP together with attachment to the breeding book office. This office then registers the dog amongst breeding dogs (re-registration). Female dogs must send the application at the time of their first litter.

IV. Breeder, owner of a stud dog

1. Owner of a stud dog or a breeding bitch is a person (in exceptional cases stated in the ÈMKU directives also a company) that owns a stud dog or a breeding bitch. PP is unmistakable document of the dog & cannot be sold.
2. Holder of a stud dog or a bitch is the owner or the person entrusted by the owner.
3. Breeder is the holder of a bitch at the time of the litter birth. His / her kennel name must be registered.
4. Every ownership change of the breeding dog or the dog‘s death must be reported to the club (preferably to the main breed advisor) within 30 days. Bitch ownership change must be reported to the breeding book office after the litter registration latest. A copy of PP, with the owner change marked, must be enclosed. It is also possible to enclose a dog lease contract valid for one litter.
5. A transfer of a pregnant bitch is possible. If not agreed otherwise the puppies will be registered under the new kennel name. The new owner takes owner all responsibilities & liabilities concerning mating with the stud dog.
6. If the owner of the pregnant bitch dies the heir of the litter decides how to register the litter. It is possible to register the litter in the kennel name of deceased.
7. If there is more than one owner of the breeding dog a document signed by all owners must be submitted to the breeding book office.
8. If the dog is co-owned by more than one owner from different countries the dog must meet breeding conditions of all the countries involved. In this case it is not a foreign mating case.

V. Mating list (recommendation or a confirmation of the mating of the bitch)

1. Breed advisor issues mating lists for all planned matings of the bitch.
2. Mating list validity is restricted by the valid breeding suitability of the dog.
3. The club issues the mating list.
4. When registering the litter the mating list must contain:
- Stud dog name & his registration number
- Bitch’s name & her registration number
- Name & address of the owner of the stud dog
- Name & address of the owner of the bitch
- Signatures of both owners
- Place & date of mating
5. Properly filled in & signed mating lists are part of the litter registration documentation. Mating list & the litter registration application should be handed over to the breed advisor during the litter check at the age of 6 – 8 weeks old, maximum at the age of 9 weeks. They are submitted to the breeding book office in order to obtain puppies‘ PPs.

VI. Mating

1. Mating can only happen between two dogs suitable for breeding. Mating list must be issued before mating.
2. When the bitch is on heat she can only be mated by one stud dog.
3. It is recommended to mate the bitch at the home of the stud dog. The bitch's owner is obliged to accompany her for the mating.
4. If the bitch stays at the house of the stud dog for several days the bitch’s owner covers all expenses.
5. Stud dog owner us obliged to take care of the bitch during her stay. He / she is also liable for damage the bitch can cause to others while in his / her care.
6. If the chosen stud dog doesn’t mate with the bitch another stud dog can be used.
7. If an unexpected mating by another dog happens the stud dog owner is obliged to tell bitch’s owner & cover all expenses & damage caused. Stud dog owner is not allowed to ask for the mating fee. Club deals with an issue of PP under such circumstances on individual bases.
8. If the bitch dies while in a care of the stud dog owner, he / she is obliged to find out the cause of Death – stud dog owner cover expenses for an autopsy.
9. If the stud dog’s owner is responsible for the bitch’s death, he / she is obliged to cover the damage caused to the owner of the bitch. If the death wasn’t caused by the stud dog owner, the owner of the bitch is obliged to cover expenses for the bitch’s care as agreed in a contract.
10. After the mating both dog owners fill in the mating lists.
11. Method of payment is up to the agreement between the dog owners. It is recommended to sign a written agreement. Failure to comply with the agreement can be a subject of legal proceedings.
12. Mating of the bitch can be substituted by an insemination. This can only be done by an expert. The veterinarian must sign a document stating that sperm of the agreed stud dog has been used. Expenses for the insemination must be covered the bitch’s owner. Insemination can only be performed on dogs that have already successfully mated in a natural way before.
13. If the bitch doesn’t become pregnant & the mating fee was paid right after the act the bitch’s owner is entitled to one more mating by the same stud dog for free – if not agreed otherwise.
14. The right for repeated mating ends with a death of the stud dog or the bitch.
15. If the stud dog proves to be infertile, the owner of the bitch is entitled for reimbursement of the mating fee.
16. During one calendar day a stud dog can only mate with one bitch.

VII. Litter

1. Bitch & her litter must be kept at their owner’s house. If the bitch is going to be placed elsewhere the club must be informed.
2. Bitch is limited to delivering 3 litters over the period of 2 years. Ideal number of litters is one a year. Litter when only one puppy was born is counted as a regular litter.
3. Breeders are forbidden to unprofessionally interfere in the course of delivery – in a way that causes pain, damages bitch’s health or health of the puppies. If necessary veterinarian help should be arranged.
4. After the puppies are born breeder is obliged to inform the breed advisor & the stud dog owner. Breeder & the breed advisor should also arrange the litter check date.
5. If the bitch doesn’t become pregnant the breeder informs the stud dog owner 7 the breed advisor within 75 days after the mating.

VIII. Pedigree Papers

1. Pedigree Papers (furthermore, throughout the text PP) are issued by breeding book office on a form approved by FCI & ÈMKU. This is a four generations form.
2. PP must contain:
a) Necessary information about the dog:
- Breed
- Name & kennel
- Sex
- Date of birth
- Tattoo / chip no.
- Kind & colour of coat
- Confirmation bout the breeder
b) At least 3 generations of ancestors (not valid for P Reg & N Reg)
c) Space for show results notes, competitions, examinations & bonitace.
3. Each dog is issued with one set of PP.
4. Breeder is obliged to hand over dog’s PP to the new owner without delays after he / she received it from the breeding book office of ÈMKU. Price of the dog includes the price of PP.
5. Loss of PP needs to be reported to the breeding book office. It is possible to have a duplicate issued.
6. Official records, changes & amendments to the PP can only be made by breeding book office of ÈMKU.
7. Only authorized people are allowed to put notes into the PP: (breeding book office, show judge, show office, veterinarian, breed advisors & authorized workers of ÈMKU). Person putting a note into the PP is responsible for the accuracy of its content.

IX. Litter registration into the breeding book

1. Breeding book office of ÈMKU issues the PP – based on a contract with the breeders‘ club.
2. Puppies are registered in a breeding book of a country where the owner of the bitch resides. There is an exemption for breeders of pure bread dogs residing in a country that doesn’t keep a breeding book approved by FCI federation. Such breeders are allowed to register their litter into an approved breeding book of their choice.
3. In order to register the litter with the breeding book office breeders have to submit correctly filled in application form & a mating list. The breed advisor, who checks the litter, & the main breed advisor, who submits the paperwork, are responsible for the validity of the application form.
4. Mating lists are a part of the application form for the litter registration. In case of foreign mating copy of the original of PP together with a confirmation about the breeding suitability are required.
5. Litter has to be registered completely - all puppies. When handing over the litter registration application form to the breed advisor during the litter check, all puppies must be identified – all tattoos in the right groin area or chipped.
6. Names of puppies from one litter start with the same letter. Litters must be named in alphabetical order. Each breed’s puppies bred at the same kennel name their litter in alphabetical order – each breed starting with a letter „A“. Names must include the kennel name, vulgar expressions & mustn’t promote terrorism or other extremist views. The name length can be 20 characters maximum including spaces, dashes & special characters. Name mustn’t consist only from a preposition – Czech neither foreign prepositions (von, of…). Breeders are allowed to skip following letters: CH, Q, Y, X and letters with diacritics.
7. Names of the puppies from the same kennel mustn’t be repeated.
8. Puppies‘ registration into the breeding book is done as follows: breeding book abbreviation / breed abbreviation / registration number. Breeding book office is allowed to decide whether to put a stroke at the end of the registration number if they decide that this is important to differentiate the dog (e.g. date of birth, year of acceptance into breeding etc).
9. In case the breeder doesn’t wish to breed under his / her kennel name there is a possibility to lease the female dog to another kennel. The female dog can only be leased once. The lease contract must be presented to the Breeding Book office.
10. In case of repeated serious infraction of ÈMKU or FCI regulations, ÈMKU can decide to stop registering future litters until decided otherwise.

X. Registration of imported dogs into a breeding book

1. ÈMKU issues a registration number to the imported dogs with valid PP, issued by countries that are FCI members or FCI partners. In cases where the imported dogs are stated in puppies‘ PP as parents it is necessary to mark an abbreviation & the original registration number of the original breeding book.
2. PP written in other than Roman characters need to be professionally translated.
3. Original PP of the imported dogs are not re-written onto the ÈMKU form.

XI. Register

Register is a part of the breeding book office of ÈMKU. PP issued for dogs taken into the register must be visibly different to the regular PP of dogs registered under FCI. PP of dogs taken into register are without the ÈKMKU abbreviation & without the FCI logo. The kind of register is marked. ÈMKU carries 3 kinds of registers:
1. Helping
2. Special
3. National

1. Helping Register (P Reg)
Helping Register accepts:
a) Dogs imported from countries that are not members of FCI or from non-FCI organizations – if the country is not a country of their origin (e.g. Poodle from Vietnam etc.).
b) Dogs without PP.
Helping Register is a part of ÈMKU breeding book office no.1 – all breeds. P Reg. Identification is issued only based on a written request from a breeders‘ club.
- Club has to present 2 originals of the show results from 2 different International show judges. The show results must be gained at a club or a special show with a minimum „very good“ result. Owner takes his / her dog for bonitace & receives a copy of the request for the register form. Then he / she can sign the dog for the dog shows in order to gain the show results.
- All exceptions are subject to the approval of a ÈMKU Commission for breeding & health & the ÈMKU Breeding Book Commission.
Breeding book office issues a registration card (P Reg.) with dog’s name, breed, date of birth, possibly colour & a coat type. Names of ancestors are not printed, neither is owner’s name. It is also possible to issue an enclosure for the dog shows.
Record is done in a special order of numbers, unique Czech Republic & all breeds in helping register: P Reg / breed abbreviation / sequence number / registration year / year of birth, if it’s known.
Dogs accepted into the helping register can only be bred with dogs with a full – four generations pedigree.
- Before attending the first dog show, the dog must be evaluated at club bonitace.
- Patella examination results must be presented during bonitace. The result must meet the current club regulations.
- Bonitace parameters for these dogs may differ from National Register bonitace. This may concern bonitace fees, withers height, number of teeth & bite. Detailed parameters are subject to the current club regulations.

2. Special Register (Z Reg)
Special Register accepts:
a) Offspring of dogs accepted to the helping register – breeds registered as N Reg not included.
b) Dogs imported from countries that are not members of FCI, if the country is not a country of their origin (e.g. Azavak from Mali).
c) Dogs from foreign FCI registers at the special register level if these dogs miss 3 complete generations.
d) Dogs imported form the FCI countries – dogs without prove of 3 previous generations.
Puppies born in a Special Register are issued with regular PP with all common identification & ancestors stated in their parents PP.
Special register is recorded in a continuous series of numbers: Z Reg / breed abbreviation / registration number / possibly year of import / year of birth.
Dogs imported from former Soviet Union until 1990 have a full PP & are not registered under Z Reg.
All dogs imported from former Soviet Union after 1.1.1991 are registered under Z Reg – if a PP registered under FCI approved breeding book office hasn’t already been issued or if the dog isn’t a National breed (N Reg).

3. National Register (N Reg)

National Register records breeds not approved by FCI (Czech mountain dog, Moscow toy terrier, Chodský dog, Pražský krysaøík, Coloured poodle etc.) – even if the dogs don’t have full 3 generations history. Dogs registered in the National Register are issued with PP with all identification information necessary for breeding including puppies as well as ancestors according to the club requirements. PP is marked with „Breed not recognized by FCI“.
Registration is done in a separate row of numbers for each breed including not approved breeds:
N Reg / breed abbreviation / registration number / possibly year of import / year of birth

XII. Issue of transcription & duplicate of Pedigree Papers
1. Breeding Book office that issued the original PP issues the transcriptions & duplicates.
2. PP transcription is issued in case of damage of original PP. The damaged original PP must be presented to Breeding Book office.
3. Duplicate PP is issued in case of a loss of the original PP or in case that the dog, whom the original PP belonged, was taken from the dog shelter or caught / confiscated by police. Foreign owner applies through the breeder or his umbrella organization. In case that the dog had a proper export PP the foreign owner, in the evidence of ÈMKU, may apply himself. Application is submitted on the Breeding Book request form. Duplicate PP is issued 30 days after the application is made public in several cynology & hunters magazines. The original PP becomes invalid after the duplicate is issued. It is not possible to duplicate the duplicate PP.

XIII. Export

1. PP of the exported dog must be marked by the ÈMKU:
- EXPORT PEDIGREE stamp
- Embossed stamp with ÈMKU logo
- Hologram
- ÈMKU round stamp with a signature
- Name & full address of a new owner
2. Export PP can be only issued for individuals – not companies. Purchase, sale or export of dogs through trade organizations is prohibited.
3. If the owner of the exported dog isn’t its breeder, he / she is only allowed to export 1 dog in a calendar year.
